The Site
Built on Ground That Already Carried Heavy Load
Niagara Falls has served industrial load on hydropower for over a century. The position is three sites — a brownfield redevelopment on a former steel plant, currently in demolition. Ground with heavy continuous electrical service already established, rather than greenfield acreage waiting on a utility study.
The sites carry rail and natural gas on parcel. Footprints are dense and compact, which shapes the build: modular deployment first, then a multi-story data hall rather than a single-storey campus.
Power
Hydro, Behind the Constraint
Power is drawn from the Niagara hydroelectric system — the largest generating asset in New York State, and the reason heavy industry sited here in the first place. Supply is delivered on an approved load ramp rather than through an interconnection queue, which is what separates this position from sites where power is a forecast.

- Resilience.
- Natural gas backup is already live on site, which removes the fuel-delivery logistics that diesel generation imposes. Short-duration bridging uses sodium-based storage rather than lithium — a deliberate choice given how sustained AI load profiles degrade lithium chemistry.
- Expansion.
- On-site gas supports a path beyond the interconnected ramp. Configuration is being finalized and is not currently offered.
Cooling and Water
Climate and River Do the Work
A January average near 25°F supports extensive free cooling across much of the year, cutting mechanical load and the PUE penalty it carries. The Niagara River provides process water at a scale no inland site can match, under established permitting for industrial withdrawal.
Together they change the operating cost profile in the direction power pricing already points.
Connectivity
Two Carrier Hotels, Two Countries
Multiple network access points serve the immediate area, with carrier hotels in Buffalo and Toronto. Cross-border routing gives diverse paths and puts Canadian AI workloads inside a short fibre run — a position no other site in the portfolio holds.
Terms
How Capacity Is Contracted
ISS Mining carries the capital and operates the site. Capacity is leased directly; there is no requirement to acquire land or fund construction.
- Minimum commitment — 1 MW.
- Whole units only; the modular design does not support partial build-outs.
- Modular term — five years.
- Capacity delivered in modular form ahead of the data hall, on the same power and cooling architecture.
- Migration to the data hall.
- Modular tenants can move into the permanent building on completion. Data hall terms run shorter than modular terms.
- Anchor position.
- One investment-grade anchor commitment of 20–30 MW is being sought. Remaining capacity carries no investment-grade requirement, and the site will not be committed to a single operator.
Operations
Run by the People Who Built It
ISS Mining operates the site directly rather than contracting operations out. The engineering and operations team is qualified on combined heat and power plants at several hundred megawatts — generation operating experience, not facilities management with a generation vendor attached.
The permanent data hall is a multi-story build on a fourteen-month schedule, with commercial operation targeted for mid-2028.
Regulatory
Grandfathered
The City of Niagara Falls has a moratorium in place on new commercial data centers while zoning is rewritten. This position is grandfathered — the permit was submitted ahead of it, and the power study falls within the moratorium's own guidelines.
Delivery of the later tranches sits beyond the moratorium window, and the site is positioned to meet the requirements that follow it. Local support is strong: the area is actively seeking industrial tax base, and relationships run to the state level on air permitting.
